Specifically, the institute advocates for a fleet comprising at least 300 next-generation F-47 fighters and 200 B-21 Raider bombers, significantly exceeding Air Force projections.

The USAF had initially planned to acquire a minimum of 185 F-47s from Boeing and approximately 100 B-21s from Northrop Grumman. However, the Mitchell Institute’s report, titled “Strategic Attack: Maintaining the Air Force’s Capacity to Deny Enemy Sanctuaries,” underscores that this acquisition is insufficient given the evolving security landscape.

  • Increase Fighter Procurement:
    • Aim for at least 74 F-35A Lightning II and 24 F-15EX Eagle II fighters annually.
  • Enhance Bomber Fleet:
    • Retain existing B-1 Lancer and B-2 bombers until at least 100 B-21s are operational.
    • Ultimately achieve a bomber fleet of at least 300 aircraft, necessitating the addition of at least 224 B-21s.
  • Collaboration with Autonomous Systems:
    • Amplify investment in collaborative combat aircraft, enhancing operational flexibility and effectiveness.

Current USAF strategies—such as “divest to invest”—that involve phasing out older airframes to direct resources towards newer platforms must be reassessed.
