SIATT and the Brazilian Navy Sign Agreement for Air-to-Surface Missile Development Studies

Strategic Partnership Between SIATT and Brazilian Navy for MARSUP Development

March 3, 2026 – A significant collaboration has emerged between SIATT Engenharia, Indústria e Comércio S.A., a prominent Brazilian entity in the domain of precision-guided munitions and advanced weaponry systems, and the Brazilian Navy. Both organizations have formalized a Memorandum of Understanding (MoU) aimed at conducting complementary studies and facilitating technical exchanges focused on the cooperative development of two new Air-to-Surface Anti-Ship Missile systems, collectively termed MARSUP.

Details of the Agreement

The MoU was officially endorsed on February 23 by Vice Admiral Carlos Henrique Zampieri, Director of the Navy’s Weapons Systems Directorate (DSAM), and Rogerio Salvador, President of SIATT, during a ceremony held at the Directorate’s headquarters in Rio de Janeiro, RJ.

Objectives of the Initiative

This agreement represents a pivotal advancement in enriching the national missile portfolio by harnessing proven technologies. The initiative is designed to:

  • Enhance Naval Capabilities: The MARSUP project aims to fortify Brazil’s Naval Power by developing an indigenous air-to-surface missile featuring a significant degree of national technological input.

  • Adapt Proven Technology: The studies will evaluate the feasibility of modifying established technology from the MANSUP (Surface-Launched Anti-Ship Missile) program to equip aircraft assigned to the Navy’s Naval Aviation Command. This adaptation focuses on validating the capabilities of an air-launched variant.

Strategic Importance

Rogerio Salvador emphasized that this agreement solidifies SIATT’s role as a provider of sophisticated strategic systems aligned with national sovereignty objectives. He stated:

“This protocol signifies a substantial progression in the development of capabilities cultivated over many years by the national defense sector. It illustrates the technological sophistication achieved by SIATT and underscores the expertise of our team, which has been instrumental in executing strategic initiatives and delivering essential solutions for Brazil’s defense.”

Background on the MANSUP Program

The MANSUP missile serves as the technological foundation for the ongoing MARSUP development studies. Key points include:

  • Flagship Program: MANSUP is recognized as a flagship initiative within Brazil’s defense industry, contributing to critical national capabilities.
  • Compatibility: The system is fully compatible with modern naval platforms, including the Tamandaré-Class Frigate.
