The Escalating Threat of Ransomware: A Call for Action

Ransomware attacks have surged to alarming levels, resulting in canceled flights, closed emergency rooms, and the demise of long-standing corporations. These cyber incidents have become increasingly ubiquitous, often dismissed despite their severe human and economic repercussions.

The Severity of the Cyber Landscape

Former officials from cybersecurity agencies have witnessed firsthand how cybercrime disrupts communities, undermining essential services, eliminating jobs, and sometimes even claiming lives. Recent statistics amplify these concerns. The Department of Homeland Security has recorded over 5,600 publicly-reported ransomware incidents globally in 2024, with nearly half occurring within the United States. The FBI has noted a nearly nine percent rise in ransomware cases year-over-year, with almost 50% targeting critical infrastructure—an unmistakable threat to national security and public safety.

A Ray of Hope: The National Cyber Strategy

Despite these alarming trends, there is cautious optimism surrounding the administration’s National Cyber Strategy, which emphasizes safeguarding critical infrastructure and combatting ransomware and cybercrime—rightly framed as paramount national security challenges. However, to be effective, sustained efforts from both government and industry are essential.

  • Rapidly Evolving Threats: Ransomware attacks now average approximately $2.73 million per incident, leading to annual losses in the billions. Attackers have expedited their operations from weeks to mere hours, often bypassing Endpoint Detection and Response (EDR) tools, leaving minimal time for countermeasures.

The Inadequacy of Basic Cyber Hygiene

While foundational cybersecurity practices remain important, they are insufficient against today’s sophisticated threats. Attackers can:

  • Steal legitimate credentials
  • Exploit known vulnerabilities
  • Disable defense tools
  • Navigate networks at unprecedented speeds, further accelerated by artificial intelligence

Consequently, our defenses must evolve in tandem with these threats.

The Need for Unified Action

To bolster national security, immediate collaborative action is critical. Automating cyber threat information sharing can provide significant advantages, but effective implementation necessitates substantial structural and technological advancements within government agencies. This requires ongoing investment and vigilant oversight.

Importantly, the government should not shoulder this responsibility alone. Private industry and academic institutions possess vital resources that could facilitate significant progress. Collaborative initiatives like CISA’s Joint Cyber Defense Collaborative (JCDC) and the National Cyber Investigative Joint Task Force (NCIJTF) illustrate the potential for effective information sharing and operational planning. However, the current overlap in missions and a lack of clear guidance muddle these collaborations. Clear, resourced structures must be established to ensure predictable information sharing protocols.

Operational Priorities: A Necessity, Not an Option

Effective collaboration in protecting critical infrastructure is essential. The National Cyber Strategy correctly acknowledges this, yet narrowing the scope of focus poses challenges. Historically, government efforts have aimed for uniform attention across sixteen sectors and numerous entities, a task that is not feasible.

  • Strategic Prioritization: When everything is emphasized as critical, discernment is lost. Prioritizing the most vital infrastructure is not just a matter of political will; it is essential for operational effectiveness. Focus must shift toward resilience, ensuring systems can endure and swiftly recover from attacks, rather than an unrealistic aim to prevent every breach.

Disrupting the Ransomware Ecosystem

The government can implement actionable strategies to dismantle ransomware networks:

  • Designation: Identifying certain ransomware actors as Foreign Terrorist Organizations could empower more effective sanctions, diplomatic actions, and intelligence operations.
  • Regulation: Enforcing regulations that require cryptocurrency exchanges to be accountable for knowingly facilitating ransomware payments could disrupt criminal enterprises while bolstering legitimate digital markets.

Responsibilities of the Technology and Cybersecurity Sector

The private sector has a critical role to play in this endeavor, including:

  • Sharing actionable intelligence where legally permissible
  • Providing constructive feedback to government initiatives
  • Advocating for the reauthorization of the Cybersecurity Information Sharing Act of 2015

A collective approach is needed. Every day that passes without addressing these pressing challenges benefits adversaries. As advancements in AI continue to evolve, the urgency for thoughtful dialogue on government and industry roles in strengthening national cybersecurity and resilience cannot be overstated.

This moment presents an opportunity to engage in meaningful discussions that will determine the future of our cybersecurity landscape. The implementation of the National Cyber Strategy could serve as the catalyst for necessary reforms and collaborative efforts in combating ransomware and enhancing our nation’s resilience.
