German Bundestag Approves Key Defense Procurement Initiatives
On September 10, the budget committee of the Bundestag, Germany’s national legislature, sanctioned funding for seven strategic defense projects, as detailed by the Federal Ministry of Defence (BMVg) on September 15. These initiatives aim to enhance Germany’s military capabilities across various domains.
Defense Procurement Overview
The approved projects encompass a wide range of defense assets, including:
- Patriot Missile Systems: Acquisition of additional Patriot missiles and associated launch system conversion kits.
- Unmanned Systems: Procurement of extra Heron TP medium-altitude long-endurance (MALE) unmanned aerial vehicles.
- Mobility Platforms: Purchase of Patria 6×6 vehicles.
- Training Simulators: Development of Leopard 2A7 main battle tank simulators.
- Support Infrastructure: Investment in information technology and medical container systems.
Enhanced Missile Capabilities
A significant aspect of the approval includes the immediate acquisition of Guidance Enhanced Missile-Tactical (GEM-T) systems, along with necessary accessories and spare components. This procurement is notably aimed at replenishing missile stocks previously supplied to Ukraine.
The committee allocated EUR 114 million (approximately USD 134 million) to facilitate the U.S. Foreign Military Sale (FMS) for M903 conversion kits. These kits will enable future Patriot launch systems, set to be ordered in 2024, to utilize the advanced Patriot Advanced Capability 3 (PAC-3) Missile Segment Enhanced (MSE). The BMVg anticipates that the integration of PAC-3 MSE missiles will significantly bolster the Bundeswehr’s anti-ballistic missile capabilities.
Patria 6×6 Engineer Vehicle Production
In addition to missile systems, funding has been designated for the serial production of the Patria 6×6 engineer vehicle. This particular variant will undergo modifications to meet specific German military specifications, which include:
- Integration of a digital communication system
- Enhancements for night operational capabilities
- Installation of a nuclear, biological, and chemical (NBC) defense ventilation system
The BMVg expects a contract for the series delivery to be finalized shortly, with resources drawn from the Sondervermögen Bundeswehr special fund, established in response to Russia’s ongoing military operations that escalated with its full-scale invasion of Ukraine on February 24, 2022.
