Update on the Air Force’s Strategic Focus on the Indo-Pacific
Joint Base Pearl Harbor-Hickam, Hawaii — Air Force leadership is not completely discontinuing the previous administration’s initiatives aimed at addressing potential challenges posed by China. Leaders are actively advancing the Agile Combat Employment (ACE) strategy, which emphasizes a decentralized approach to force projection and basing, as articulated by the service’s Undersecretary.
Strategic Force Projection
During a press briefing, Matthew Lohmeier emphasized the necessity of diversifying operational bases beyond traditional main operating centers. He stated, “We cannot simply project force from our primary bases.” This perspective highlights a commitment to aligning resources effectively within the Indo-Pacific theater, signaling a shift in strategic priorities.
- Focus on Deterrence: Lohmeier underscored the importance of deterrence as a primary objective. The aim is to maintain peace through a demonstrated capability, reinforced by strong alliances with partners in the region.
Lessons from Recent Exercises
The summer exercise, Resolute Pacific, marked the inaugural large-scale implementation of the ACE framework. Lohmeier noted that insights gained from this exercise will heavily influence future operational planning and execution.
Strengthening Alliances
Lohmeier, confirmed as Undersecretary in late July, undertook a meticulous tour of key locations across the Indo-Pacific. This included visits to the U.S. Air Forces Pacific headquarters, the Maui Space Surveillance Complex, and several air bases in Japan and Korea.
- Integration of Capabilities: Discussions with military counterparts in these nations focused on enhancing operational synergies and integrating available capabilities that complement U.S. assets. Lohmeier remarked, “We aim to leverage our allies’ unique advantages rather than standardizing our operational approaches.”
Theater Setup and Air Mobility
Lt. Gen. Laura Lenderman, Deputy Commander of the Pacific Air Forces (PACAF), highlighted the imperative of “setting the theater.” This involves pre-positioning resources to ensure sustained command-and-control capabilities across an expansive operational landscape, from Alaska to Japan.
- Proactive Logistics: Given the constraints of crisis situations, Lenderman stated, “Timely deployment of assets is critical; thus, it is essential to strategically position equipment forward.” This proactive stance serves to alleviate potential logistic bottlenecks during conflicts.
Insights from Recent Operations
Reflecting on recent military engagements, Lohmeier pointed to the significance of air mobility during U.S. operations in the Middle East. The effectiveness of the Air Mobility Command in sustaining operations underscored the need for a similar strategic emphasis in the Indo-Pacific, as “sustaining conflict in this vast theater presents unique challenges.”
- Operational Adaptation: Lohmeier concluded by examining how lessons learned in previous operations can inform logistics and mobility strategies in the Indo-Pacific, emphasizing the need for a robust and adaptive air mobility framework to support ongoing and future missions.
The Air Force remains committed to creating an agile and responsive posture in the Indo-Pacific, ensuring readiness and adaptability in an era of complex security considerations. As the geopolitical landscape evolves, continuous refinement of strategies and closer collaboration with regional partners will be paramount.
