NSPA Assists Germany with Contract for Additional PATRIOT Missiles

Germany Augments PATRIOT Missile Inventory with NSPA Support

Luxembourg, 24 September 2025 – The NATO Support and Procurement Agency (NSPA) has finalized an amendment to its contract with Germany to supply additional PATRIOT™ Guidance Enhanced Missiles (GEM-T), aimed at replenishing Germany’s missile stock.

Rapid Procurement to Enhance Defense Capacities

Ms. Anke Meyer, the Deputy Director-General for Armament at the German Federal Ministry of Defence, emphasized the urgency of the contract. She stated, “With the support of the NSPA, we were able to conclude this contract at short notice to swiftly bolster our ammunition inventories for the PATRIOT weapon systems. This acquisition directly enhances the operational readiness of our PATRIOT units, fortifying NATO’s integrated air and missile defense while simultaneously expanding domestic industrial production capacities.”

NSPA’s Role in Strengthening NATO Capabilities

Ms. Stacy A. Cummings, General Manager of NSPA, noted that this contract exemplifies the advantages NATO Allies gain from collaboration with the agency. She remarked, “The Agency’s multinational acquisition framework facilitates the delivery of critical capabilities rapidly and at scale. Ongoing cooperation between industry and member nations is essential for providing verified, mission-ready solutions.”

Industry Commitment to European Defense

Tom Laliberty, president of Land & Air Defense Systems at Raytheon, affirmed the company’s dedication to NSPA’s mission of enhancing European security. He stated, “The PATRIOT air and missile defense system, along with the GEM-T missile, are vital components of Europe’s defense architecture. Our collaborative team is prepared to address both current and future operational requirements effectively.”

Overview of the GEM-T Missile

The GEM-T missile is an Advanced Capability 2 (PAC-2) interceptor designed specifically to counter tactical ballistic missiles. It serves as a primary engagement asset within the extensively validated PATRIOT air and missile defense system.

NSPA’s Innovative Approach to Defense Procurement

NSPA manages the PATRIOT Support Partnership, a framework that exemplifies NATO’s progressive strategy for collective defense procurement and sustainability.

Historical Significance of PATRIOT Systems

PATRIOT (Phased Array Tracking Radar to Intercept of Target) has been operational since the 1980s, demonstrating effectiveness in both combat and deterrence scenarios globally. For over four decades, PATRIOT has served as a keystone in Allied integrated air and missile defense strategies, enabling nations to adapt and respond to evolving threats.

Current Dependence and Future Initiatives

Currently, eight European nations, alongside Ukraine, utilize PATRIOT systems to defend against a spectrum of threats—including cruise missiles, ballistic projectiles, and hostile drones and aircraft. The system forms the foundation of air defense for 19 countries, consistently showcasing its efficacy against sophisticated threats.

In 2024, NSPA initiated a multi-year, multinational framework contract with a coalition of countries, including Germany, the Netherlands, Romania, Spain, and Sweden, which encompasses a commitment for up to 1,000 PATRIOT™ systems.

Conclusion

The recent amendment to Germany’s PATRIOT contract highlights the importance of agile defense procurement mechanisms and international cooperation within the NATO framework. As threats evolve, collective efforts among allied nations and industry stakeholders are crucial for maintaining and enhancing air and missile defense capabilities across Europe.
