Advancing Defense Localisation in the UAE: A Collaborative Approach between Tawazun Council and MBDA
Strategic Initiatives Launch at Dubai Airshow
During the recent Dubai Airshow, Tawazun Council in tandem with MBDA unveiled a comprehensive series of initiatives focused on enhancing the localisation of defense sectors and nurturing the national innovation ecosystem. At the forefront of this collaboration is the establishment of a wholly-owned subsidiary, tentatively registered as MBDA UAE, which is set to independently develop the Diamond Shaped loitering munition in partnership with Fly-K.
Establishment of the Missile Engineering Center
In a significant move earlier this year, MBDA inaugurated the Missile Engineering Center in the UAE—the first of its kind beyond Europe. This pivotal facility emerged from an agreement signed the prior year, designed to integrate local engineering talent with MBDA’s technological expertise. Patrice Hajjar, MBDA’s Vice President for the Middle East, highlighted the collaboration between French and Emirati engineers over the past two years as key to developing cutting-edge smart weapon solutions. The next phase involves the capability enhancement through the formation of MBDA UAE, significantly supported by Tawazun Council.
Company Formation and Strategic Objectives
The new entity is anticipated to formalise its operations within the next six months. It will consolidate the existing Missile Engineering Center, the MBDA team in Abu Dhabi, and ongoing projects, ensuring cohesion and streamlined operations.
Key objectives outlined by Hajjar include:
- Expanding MBDA’s footprint in the Middle East.
- Leveraging the robust local capabilities, particularly in the UAE.
- Collaborating with key stakeholders such as the EDGE Group and Calidus for system integration.
The strategic vision aims not only at research and development but aggressively targets the entire cycle from product qualification to exportation, establishing a dual focus on domestic manufacturing and international markets.
The Diamond Shaped Loitering Munition
MBDA has committed to developing the Diamond Shaped loitering munition, which incorporates artificial intelligence features based on an airframe provided by Fly-R, a start-up entity from France. This product typifies MBDA’s ambition to innovate continuously within the UAE landscape. The projected timeline for development is approximately 1.5 to 2 years, leading to subsequent industrialisation and mass production.
Key milestones include:
- Initial test flights already conducted at Fly-R facilities.
- Transitioning most developmental activities to the UAE.
- Integration of local supply chains to boost Emirati content.
Collaborations and Local Supply Chain Development
In collaboration with Tawazun Council, MBDA UAE aims to recruit local talent and engage with local subcontractors to create a sustainable Emirati supply chain. Notably, EDGE is expected to play a critical role by contributing components for various systems, including warheads and airframe elements. While specific agreements on intellectual property remain undisclosed, it has been confirmed that local production will not simply duplicate existing capabilities, but rather introduce innovative products into the global marketplace.
Pillars of Innovation: Loitering Munitions and Smart Weapons
The Diamond Shaped marks the inaugural system with final development occurring within the UAE. Loitering munitions represent one of two strategic pillars for MBDA in the region; alongside this initiative is their work on smart weapon systems including the SmartCruiser and SmartGlider. These advanced weaponry models are in a more mature stage than mere conceptual phases, with demonstrations expected in the near future.
Highlights include:
- A hexa-launcher system that allows a single fighter to deploy up to 18 units.
- Target platforms primarily include the Rafale jet, while retaining compatibility with other aircraft, such as the F-16.
Expansion of Defence Capabilities
In addition to loitering munitions and smart weapons, MBDA is also initiating the establishment of a subsidiary focused on thermal batteries through a partnership with ASB Group. This crucial component is integral to various military systems and will be developed locally within the Tawazun Industrial Park, already a hub for Emirati defense industries.
Conclusion
The initiatives spearheaded by Tawazun Council and MBDA underscore a robust commitment to localization and innovation in the UAE’s defense sector, with significant implications for regional security dynamics. By fostering a diverse array of military capabilities and securing local partnerships, this collaboration aligns with broader strategic objectives aimed at enhancing self-sufficiency and technological advancement within the Emirati defense ecosystem. As these initiatives unfold, they will not only contribute to national security but also position the UAE as a significant player in the global defense market.
